Murphy Sets Reopening Dates for Daycares, Youth Sports, Racetracks & Religious Gatherings: Today, Governor Murphy announced that he will be signing an executive order that will allow for the resumption of child-care services on June 15th, non-contact organized sports practices on June 22 (with social distancing limitations), and youth day camps, including municipal summer recreational camps, on July 6th.
Additionally, horse racing in New Jersey will resume immediately, with the first competitive races starting next weekend. These races will take place without fans in grandstand for the foreseeable future, but online wagering is available and operating.
Governor Murphy also noted that he anticipates being able to raise the limits on indoor gatherings in a way that will allow for greater indoor religious services for the weekend of June 12th.
Assembly Committee to vote on borrowing plan Monday while Sweeney Acknowledges Need for Borrowing: Senate President Stephen Sweeney acknowledged that the state is going to have to borrow at least some of the money needed to fill massive budget holes left by the COVID-19 pandemic.
“The state is going to be in some position where we’re going to have to borrow some money in order to get through this,” said Sweeney. “When we borrow, we borrow the least amount of money we are going to have to borrow,” he added.
Governor Murphy’s plan, known as the COVID-19 Recovery Bond Act, would permit the state to borrow at least $5 billion to address the state’s revenue shortfall -- which is expected to be at least $10 billion through June 2021.
Assembly Speaker Craig Coughlin has already said he was on board with the borrowing plan and has planned a committee vote on the proposal for Monday, with a floor vote likely to be scheduled on June 4.
$100 million Short-term Rental Assistance Program: Governor Murphy announced that his administration will be funding a new, short-term rental assistance program for low- and moderate-income families, with “at least” $100 million in federal CARES Act money.
The Department of Community Affairs, under Lt. Governor Sheila Oliver, will administer the program with the goal of having the first rent assistance checks flowing to landlords later this summer
